Immigration Policy by Presidential Decree

Before COVID-19 hit, President Trump was abusing immigration powers delegated to him by Congress to such an extent that the rest of the statutory law was quickly becoming obsolete. Once the pandemic hit, a blizzard of executive actions buried the immigration statutes that now exist only on paper. The president has wholly replaced the normally operating immigration system that Congress crafted over the past seven decades.
